To do this role you will need to be a qualified Civil Engineer and usually you need to have a solid background in IT and Maths and have a technical nature.

As a Civil Engineer you will be good at studying buildings from bridges to tall buildings and making decisions on how they are best planned and designed. There will be a lot of detail that you need to be able to explain to non technical people so you will need good communication skills and an ability to discuss plans and understand them to explain carefully to client.
